I don't know of any way, other than having the user manually set an "offset", which will need to be changed twice a year in most locations, for Rainmeter or Lua to know what the timezone offset from UTC any given computer is at.
If you provide a timestamp in UTC, there is no way I know of, other than the above, to convert that to the local time on the user's computer.
