Strange. I've saved it with that encoding in Notepad++. Also just deleted it and reinstalled from the rmskin I made and it shows correctly.
There is one small issue with the new package: the AuthenticWeather.ini file is encoded in UTF-8 with BOM. Not the best encoding for a skin file, I got a not proper character on the skin when activated it (temperature was shown as 0 °C). You should have to encode these files as UTF-16 LE, to avoid this issue. Here can you find out why.
