Help: Rainmeter Skins • Re: Help editing this Skin

First, I'd like to say I'm not the creator of this skin, I'm just editing it to make it more functional for my Work and I am extremally new to editing skins so I am clueless with this.
None of this is a problem. We all were beginner once.
So what I am try to do is edit this panel from where it shows the Uptime and when you hover over it it will show you log off, shutdown and lock to it constantly shows log off, shutdown and lock.
Not extraordinary clear what you would like to achieve (not sure if you'd like to have the Uptime normally and the buttons when you're hovering the mouse over the skin or vice-versa), but if the Uptime should be seen normally and the buttons when hovering the mouse over, instead of what Yincognito proposed, I'd attempt another approach. Namely I'd add the following options to the [Rainmeter] section:

What these options do is to create a size of the skin (most probably, or in fact for sure, you have to adjust the above SkinWidth and SkinHeight values to the proper ones, I can't figure them out, because have no the resources used by the skin, so don't know the size of the skin - you have to find them) and adds a not-visible, almost transparent background, which even if is almost transparent, reacts to mouse hovering, showing and hiding the appropriate meters.
Sorry, if I misunderstood something.
