I didn't know it wasn't a hardcoded limit - I guess that's the meaning of the "effective" part in the manual. Image may be NSFW.

That's correct. There is some risk if you have a skin set to a very low Update value, and the skin is doing a lot of things, that Rainmeter could actually impact the performance of Windows in general. In particular, the mouse actions, system wide, could become laggy and unreliable.
